PATNA: Bihar Governor Ram Nath Kovind has finally given his assent for the ‘draconian’ new Prohibition and Excise Bill, paving the way for the formal implementation of the liquor laws in the state.
The bill had been awaiting the Governor’s nod for the past over a month after it was sent to him last month. It was sent to the Governor office after being passed from the both houses of the state legislature in the monsoon session of the state assembly.

The new law provides for arrest of the persons under non-bailable sections once caught possessing or consuming liquor, community fine on the entire village, arrest of the entire adult family members if caught with liquor bottles at home and cancellation of all government licences once found guilty of violating the laws.
The law also provides for death sentence to the accused persons in case of death due to consumption of spurious liquor or life sentence plus a penalty of Rs One million.
The state government headed by chief minister Nitish Kumar imposed total prohibition in Bihar in April this year under pressures from the female community.
